Abstract
Knowledge accumulation is identified as a pivotal strategy for poor countries. Underdeveloped societies lack the ‘initial’ base on which institutional education (formal and informal) adds value to existing human resource stock, rendering the society structurally dynamic. Evidence from Laos indicates the ineffectuality of this systematic strategy currently employed by the government and aid community. The thesis proposes a local interaction model of knowledge diffusion dynamics to determine development-inducing qualities that promote structural dynamism through possible knowledge diffusion paths. Furthermore, the model examines the existing role of the development institution vis-à-vis the market, and proposes an alternative dual role of the institution and the market for more equitable distribution of knowledge.
